Submission on Review of Infrastructure Contributions in NSW

The NSW Productivity Commissioner is currently reviewing the Infrastructure Contributions system in New South Wales.

Our communities deserve a fair share of the value created when land is rezoned and where new infrastructure is built.

Greens MP Jamie Parker says New South Wales needs a Betterment Levy to ensure unearned windfall gains that are currently captured by property owners and developers are shared throughout the community, unlocking the resources for much needed community infrastructure like parks and libraries. New South Wales could raise an astonishing $8.2 billion per year by following the Australian Capital Territory's model of levying 75% of the land value uplift created by rezoning decisions.
